Community Dental Support Programme (CDSP)
Programme Overview
To promote early identification and timely intervention of dental diseases among the underprivileged groups with financial difficulties through collaborating with non-governmental organization (NGOs) to provide subsidized dental services.
Target Beneficiaries
Service users must be a holder of a Hong Kong Identity Card, be enrolled in the Electronic Health Record Sharing System (eHealth), and be a current beneficiary or recipient of any of the following measures:
- Old Age Living Allowance (Social Welfare Department);
- Community Care Service Voucher Scheme for the Elderly (Level 2 co-payment level);
- Integrated Home Care Services (frail cases) / Enhanced Home & Community Care Services / Home Support Services (Level 1 or Level 2 fee/co-payment level) under the Social Welfare Department;
- Medical Fee Waiver from the Hospital Authority
Scope of Subsidised Services
After assessment by a registered dentist, the following subsidized dental services will be provided to participant within 180 days if considered suitable:
- Oral health assessment
- Medication for dental pain relief (when necessary)
- X-ray examination
- Dental filling or extraction with each tooth counted as a “Teeth Filling/ Extraction Quota”, up to a maximum of three “Teeth Filling/ Extraction Quotas” will be provided.
Administration Fee
- Participants shall pay the administration fee of HK$50 for each “Teeth Filling/ Extraction Quota” directly to the dental clinic.
- The administration fee will be fully subsidised by the Government if the participant meets any of the following criteria:

- Aged 75 or above Old Age Living Allowance (OALA) beneficiary; or
- “Integrated Home Care Services (Frail Case)”, “Enhanced Home and Community Care Services” and “Home Support Services” subvented by SWD while paying Level 1 fee charged / with Co-payment Category I; or
- Beneficiary of Medical Fee Waiver (Full) of the Hospital Authority
